The Owen Locke Memorial Fund was established by the late Gwendolyn Locke who wanted to honor her husband, Owen C. Locke's enduring interest in providing opportunity and education to underserved populations in California who are not able to pursue their maximum career potential.

The Lockes long recognized that many families in California earn only enough income to reduce or eliminate their eligibility for public or government funding for education beyond high school, but not enough to afford the opportunity and promise of higher education. The Lockes also understood that too often the circumstances of life had a way of limiting the creativity and productivity of many Californians.

The Foundation seeks to support the educational pursuits of Californians and in doing so help sustain the families and communities that are a vital resource to our society.
